There are many characters in the old Snyderverse, but there are multiple unused characters that could appear.
First of all, there are many confirmed characters like Superman, Batman, Amanda Waller, Booster Gold, Swamp Thing, The Green Lantern Corps, Robin (Damian Wayne) and Supergirl.
Some presumed characters are Hal Jordan (Green Lantern) and Wonder Woman.
Now, in my opinion, the characters that could be very good in the new James Gunn's DCEU are:
Nightwing; Damian Wayne is already confirmed so the Bat-Family should be active.
Red Hood should be in the DCEU as a side antagonist and could team up with the Bat Family.
Batgirl is a great character in comics and could be amazing as a side character in a Batman film.
Darkseid would be one of the main antagonists for a DC franchise and feature in a Superman and Justice League film.
Lobo; a series like The Mandalorian with 'The Main Man' Lobo going across the universe collecting bounties could be great. He is an extremely popular character that would come across great on screen.
John Constantine is friends with Swamp Thing and could work in a Justice League Dark leader.
'The Mistress of Magic', Zattana Zatara, is a powerful and important member of The Dark Justice League, using her dark magic to fight off evil.
The Titans (Starfire, Raven, Beast Boy, Blue Beetle, Kid Flash and Nightwing)
Ra's Al Gul and The League Of Assassins are antagonists for Batman and have great potential.
Talon and The Court Of Owls wouldn't work if there is also a League of Assassins unless they fill the power vacuum that Ra's Al Gul left in his defeat.
Harley Quinn is an obvious choice for The Suicide Squad.
Deathstroke would make a Titans show/film great.
Mister Freeze. Freeze has only been seen once in live action so he should be explored more.
Bane could do his legendary Break The Bat in a film.
Martian Manhunter could have a film about him infiltrating Earth and finding the Justice League.
Amazo. The robot Amazo is an android that can mimic abilities and could be in a Suicide Squad or Justice League film.
Starro would have a similar position to the old DCEU Starro.
Hawkgirl. A film of the Thanagerians attacking Earth and some heroes stopping him could be cool.
Clayface has a sad origin story and that could be used as a good film.
